The Business Issue

More than 340 million customers across 15 countries rely on Vodafone to stay connected – that’s more than 4% of the planet. When you’re the connective tissue for that much of the world, standing still isn’t an option. But neither is disrupting the service millions depend on. Every change to the network is high stakes and it’s always on.

The AI era has raised the bar again. Staying competitive is no longer about running the network well – customers now expect new services faster than legacy ways of working can deliver. To keep meeting those expectations, Vodafone's leadership knew the fix had to go deeper than speed: rethinking how new capabilities get created in the first place.

But the real bottleneck wasn’t speed. It was certainty. Planning any new capability meant mapping the old process, designing the new one, and writing requirements by hand – an exhaustive exercise that routinely burned 2–3 months of valuable time. Teams would walk out of weeks of workshops with little more than static slides or conceptual sketches, then commit real engineering effort to build against them, with no proof the design was right until it was already built.

Now multiply that across 15 markets – each with its own complexity – and run it on a patchwork of point solutions that don't talk to each other. The risk compounds fast. Vodafone didn't need to move faster and hope for the best. They needed a way to see the outcome before committing to it and the structural orchestration to scale that certainty across every market at once.

The Solution

Vodafone didn't need a faster version of the old process – it needed to take the guesswork out of it. And the answer came from within. Rather than waiting on a top-down directive, the Global Network Center of Excellence used Pega Blueprint™ – to start experimenting. Functioning as a GenAI-powered design engine on top of the Pega Platform™, Blueprint lets teams turn an idea into a working application preview in real time, so stakeholders can see, test, and shape the outcome before a single line of production code is committed. The bet was gone from the process.

But a tool on its own doesn't change how an organization works. Getting teams across many markets to adopt this new way of designing, and do it consistently, took a repeatable way to put Blueprint to work. To drive adoption, the team created its own collaborative one-day workshop model known as Rapid Understanding, Design, and Innovation (RUDI). 

This replaced the old transactional handoff – where stakeholders would hand over a list of requirements and wait months for something to react to – with a single room where everyone shapes the design together. Business owners, network optimizers, and delivery teams sit side by side, configure workflows against a live preview, react in real time, and leave with one clean, agreed-upon backlog. Instead of each function optimizing its own slice and hoping the pieces line up later, the whole organization commits to one shared outcome from the first session. That's what makes the result predictable: When everyone has seen and shaped the same thing, there are far fewer surprises downstream.

That pace never came at the expense of control. Data security and technical governance were baked in the approach from day one. Teams feed only non-sensitive, generic process information – internally categorized as C2 data – into the generative engine, while real customer data is kept out of design time entirely. It’s a deliberately safe way to scale AI: The guardrails are structural, not left to individual judgement, so teams move quickly while protecting the company from any compliance risks. Once generated, each Blueprint moves into the core development platform, where it’s immediately enriched with proven building blocks that Vodafone already trusts – pre-approved components, rules, and data models it reuses instead of recreating. Pega calls this the Center-out Agent Architecture.

That’s what lets a single design scale cleanly across markets: Vodafone can build once and deploy to many, keeping global processes consistent while easily adapting to local variances without spinning up a patchwork of disconnected systems for every region. To anchor this change into the company, the Center of Excellence has issued this operational mandate: “No sprint without a Blueprint.” 

The Results

The pace grabs attention. The predictability is what earns trust. Every design was tested and agreed with users before build, so teams delivered against an outcome they already knew – and got the same reliable result the next time, and the time after that.

The proof shows up across the network. Vodafone’s radio optimization process (tuning the network equipment that keeps mobile coverage strong) – historically a months-long effort – was delivered in seven weeks off a single workshop event and two iteration meetings. For the company’s critical budget movement process, the timeline shrank even further, moving from initial ideation to live application delivery in less than 40 hours. And in both cases, the design had already been seen, tested, and agreed upon before a line of production code was written, so the teams were accelerating toward a known outcome, not hoping for one.

The certainty compounds. By aligning on the right design up front, Vodafone cut costly downstream rework by 30% and drove 10% efficiency gains on major infrastructure projects. Surprises were engineered out before they could turn into change requests. And the financial impact is the most telling part: Every application built this way fully paid for itself within 6–12 months. On average, every euro invested in these applications returned four – a 400% return.

This consistency is the reason leadership speaks about the work the way they do. As Simon Norton, Head of the European Division of Digital Networks and OSS at Vodafone, put it, “Everything our joint Pega and partnership teams have touched in the last three years has literally turned to gold.” A standout example of this impact is Vodafone’s demand management application. It handles requests across 16 different markets and 100 ordering categories – the kind of complexity that traditionally forces each market into its own isolated system, with no central line of sight. Instead, a single orchestrated architecture now manages the whole thing globally, giving leaders visibility across every market at once.

The effect reaches all the way to the front line. Rather than waiting through long development cycles, teams get working software in their hands quickly and reliably. And because change requests are minimized from the start, engineering time is freed to build for the future. By embedding safe, rapid experimentation into Vodafone's DNA, they now redirect valuable engineering time to innovate and build features for the future.

With this dependable foundation in place, Vodafone is now scaling its autonomous networks strategy – coordinating many independent AI agents so they work together safely instead of running unchecked.
