State of Texas Representative - House District 52
Larry Gonzales is the Republican member of the Texas House of Representatives for House District 52, serving his third term in office. Representative Gonzales serves on the House Appropriations Committee, and was selected to serve as Chairman of the Subcommittee on Articles 6, 7 and 8, appropriating funds for 42 state agencies. He was also appointed to serve as a House Budget Conferee, one of just five Texas House Members working with five members of the Texas Senate to write the final version of 2016-2017, $209.4 billion state budget. In 2014, Gonzales accepted a four year appointment from Texas House Speaker Joe Straus to serve on the Sunset Advisory Commission. Having served the first two years, Gonzales was then appointed to serve as Chairman of that Commission for 2016-2017. Chairman Gonzales also served on the Select Committee on General Revenue Dedicated Accounts in 2012 and the Select Committee on Redistricting in 2013.

Phil DeGuzman is a Management Scientist by training and IT Engineer by experience. Phil has maintained a balance of business acumen, operational leadership, and technical expertise for over fifteen years at Cisco. Cisco’s Global Service Logistics and Operations began its digital journey with Pega several years ago and the program followed a novel, well-informed implementation approach covering the full set of capabilities in a modern Business Operations Platform.

Anna Rigney-Phillips oversees a growing call center serving internal and external VA FSC customers across the United States. Additionally, Anna serves as the Program Manager for the FSC’s Customer Service Modernization effort, which includes implementation of Customer Service across all FSC customer service teams. The program also entails establishment of an enterprise-wide, self-service portal and consolidation of all customer service functions within the FSC Customer Support Division. Anna serves as an enterprise thought leader on Customer Service, Strategy, Centralization and Organizational Design. She is a founding member and active leader in FSC’s Strategic Management Program and supports multiple strategic initiatives aimed at improving the customer experience.
Senior Managing Partner for Gartner Consulting for Texas Public Sector
George is responsible for client relationships and service delivery for Gartner’s consulting business in Texas. In this role, he provides trusted Sourcing, Enterprise Strategy, PMO, IV&V and Benchmarking advisory services which are differentiated through vendor and solution independence, deep client relationships, as well as Gartner’s global research and advisory practice. George has 22 years of experience supporting Public Sector clients globally. Prior to Gartner, George worked for several Global Systems Integrators, and for an enterprise software organization in senior roles including delivery, international business development, solution architectures, IT strategy and sales. George lives in Austin with his wife and three daughters.

Ying Chen leads the strategy, positioning, and go to market for Pega’s industry recognized platform for digital transformation. Ying comes to Pega with more than 10 years of software product management experience leading Fortune 500 organizations and VC-backed startups with varying software development methodologies to deliver award winning product solutions and enabling enterprises to make the leap from water fall to Agile. Ying holds an MBA from Boston University Graduate School of Management and a Bachelor of Science from Carnegie Mellon University.
